Messieurs the members of the chamber of deputies.

Gentlemen,

You already have the praise of all the honest men affected by the prohibition of the Gambling Houses. Today, I come respectfully to ask you to expel prostitution from our streets.
Gentlemen, you understand the immediate necessity of the application of this wise and moral measure; surely, you will no longer tolerate the notion that in the 19th century, prostitution, this social plague, still shows itself in plain sight. The administration could easily take measures on this issue retaining the prostitutes to the houses that it could survey with ease, preferable to the current state of affairs.
It is ineffective to list all of the factors that work in favor of the measure that I request of your esteemed intelligence.
I have the honor to be, with respect Messieurs, your very humble and very obedient servant,

2nd Bureau
Vice

Paris, this the 8th of December, 1840

Mr. Prefect,

I’m honored to acknowledge the receipt of your letter dated today concerning those named Prevost Marie and Liesse Marie Catherine Genevieve, street girls (filles publiques), arrested the 23rd of November, against whom you have pronounced the punishment of one month for the public scandal that they have brought about by their resistance.
Your letter, Mr. Prefect, which in all its contents confirms the detail of facts and circumstances which brought about the arrests of these prostitutes and which indicates the instructions, the spirit of which I executed, terminates thus: I recommend, sir, that you comply in the future to the observations that this letter contains.
I am happy, Mr. Prefect, not to have acted differently than you indicated. The girls Prevost and Liesse were arrested: 1st because they stood on the public road every day, browsing only a few meters from people coming and going, a variety of loitering well defined in one of your memoranda on the freedom of movement, and when it’s a question of street women there are more inconveniences than someone at a fixed place since it establishes contact and a strong interaction between women of ill repute and honest women; 2nd because they engage in provocations of debauchery, by indecent gestures and by rude and obscene remarks; and 3rd because they established, without anyone’s permission, a house of debauchery where many women gathered together.
The memorandum of February 20, 1828 which includes very wise measures about the limits of prostitution has gained at your hands, Mr. Prefect, new approval through the power of orders that you have renewed many times. Prostitution must be repelled from the lairs where it takes refuge, it must not come sprawling shamelessly out in broad daylight, on the public street, provoking immorality and injuring modesty, which darkness covers and conceals, which these here alone know who are attracted to it by the impure needs of an immoral imagination, which those there can’t be forced to find themselves in contact with it, who will be disgusted by so miserable a degradation so grievous to humanity.
I will comply exactly, Mr. Prefect, with all of the instructions which protect public virtue. They tolerate some evil that they cannot prevent, but they XXXX against all acts which too publicly and too visibly affront public decency and modesty.

It is an honor, Mr. Prefect,
                                	Your very humble servant,

Monsieur le Préfet,

When I had finally taken the liberty to call to your attention the women of erroneous lives who walk the streets of the Capital, I knew to undertake such a reform would be difficult to do, but that it was not beyond the strengths of an honest magistrate, man and energetic person. To want such a case under his power.
Would it not be enough that these women were confined to their dens where those who want them can easily find them, without them using the public thoroughfare? Their presence greatly incites the corrupting of morals which a good government must search out rather than suppress, to tolerate that which is not authorized allows legalises the disorder, it multiplies the seductions and the moral and physical degradations that follow them. What young man, what man who is out on his own would have had such honest conduct, provoked by these evils and will be brought into this debauchery.
We can see good Citizens, subject to the laws of the faithful subjects of the moral and orderly lower classes, we deplore the lack of ideas of order and religion, we institute ---, a clergy to propagate honest and virtuous sentiments, taken by a singular contradiction or open by the school of vice that passes through our streets. We seem to forget that all the vices hold him, that the debauchery comes from the demoralization, and that a blighted population becomes difficult to govern. What will laws do to morals? Look at the records of the criminal courts and correctional police : the majority of the condemned started out living in disorder. We are familiar with the habits of Fiesche and Alibaud.
We cannot destroy evil at its roots, but we can at least not encourage it.
Monsieur le Préfet, you would do an excellent service to society if you could rid our streets of a force that, it should be said, these most dangerous and infected people who would leave if, each day, someone removed them under your orders. The Fathers of families would no longer be blush when they must walk the streets with their wives and children, and we will no longer be able to accuse the government of this scandal that it could prevent; this would finally make be a new reason for public recognitions a family who had put effort into this, one that already had had a large part in the abolition of the lottery and such games.
Please, Monsieur le Préfet, accept these reflections with indulgence and the assurance of distinguished subjects one of which I have had the honor to be.

Your very humble and obedient servant,
